Biography
Floun’say Caver, Ph.D. is the Chief Operating Officer for the Greater Cleveland Regional Transit Authority. He brings 20 years of experience in operations, finance, organizational change, and performance management in large organizations.He has a Ph.D. in Public Affairs from the University of Texas at Dallas.
