Administrative Modernization Program

The Administrative Modernization Program is focused on improving how Ohio University operates by simplifying processes, reducing friction through automation, and improving access to reliable institutional data. This work is enabled by a unified, cloud-based ERP platform that supports more consistent, efficient, and sustainable HR and finance operations across the University.

OHIO will modernize the way we work to create the student, faculty, and staff experience of the future and advance the mission of the University through empowered employees, data-informed decision making, improved effectiveness, and increased agility.

Guiding Principles

Implementing an ERP system is complex, with many decisions to make along the way. The following guiding principles and the intended results are designed to inform decision-making throughout the process.

Project Areas

Finance components of ERP system include general accounting, budgeting, procurement, billing, travel, grants management, capital projects, and more.

Human resources components of ERP system include recruiting and onboarding, benefits and compensation, performance management, time tracking, absence management, payroll and more.

Data and reporting includes data from all areas of the ERP and the ability to produce useful reports with that data to inform decision-making at all levels.

Our Partners

The Administrative Modernization Program will be completed in partnership with consultants known as system integrators, who are experts in the complexities of ERP implementation projects. They will provide guidance on best practices to the OHIO leadership and design teams of the project.

OHIO will conduct an RFP process to select our system integrator partner, and campus partners will be invited to participate in the selection process by providing feedback on vendor. More information will be added as it becomes available.

  • Timeline

    The following are key milestones for the project.  A more detailed timeline will be provided once the implementation begins.

    • 2026: Complete readiness projects, including governance, team structure, and selection of platform vendor and integrator partner.
    • January 2027: Begin implementation of new human resources and finance systems.
    • January 2029: Launch the new human resources and finance platform.

What is an ERP?

ERP stands for Enterprise Resource Planning, and it includes the systems and processes that manage essential functions of the university such as human resources and finance. The Administrative Modernization Program will replace the current HR and finance system, Oracle E-Business Suite, with Oracle Cloud, the newest version of Oracle's ERP software that is managed through the cloud rather than local servers and incorporates the latest advances in technology, data reporting, and artificial intelligence. The project will also evaluate all applications and processes connected to the current Oracle E-Business Suite to determine if they can be improved or managed through Oracle Cloud.

Why do we need a new ERP?

Our current systems have evolved over several decades, which has led to fragmented data, inefficient processes, challenges in adopting new technology, and an overall experience that can be difficult to navigate.

The goal of the Administrative Modernization Program is to modernize the faculty and staff experience at OHIO, with expected benefits that include:

  • Less paper, fewer workarounds: Moving common HR and finance processes from paper and email to secure digital workflows.
  • Fewer systems to manage: Consolidating multiple tools into an integrated platform, reducing manual entry and handoffs.
  • Clearer, more consistent processes: Standardizing core processes so similar tasks are handled consistently across the University.
  • Better access to information: Providing timely, reliable information to support everyday work and decision-making.
  • Stronger security and resilience: Improving data protection, compliance, and continuity by replacing aging, customized systems with a modern platform. 

Project Leadership

A governance structure and members of the project leadership team will be identified as part of the preparatory work leading up to the implementation beginning in January 2027.

Executive Sponsors

The executive sponsors guide the project at a strategic level with insight from their respective divisions at the university.
