Conducted for the Ohio Housing Finance Agency (OHFA), this study examined barriers to the development of subsidized rental housing in Ohio Appalachia. A particular focus were twelve target counties: Adams, Athens, Gallia, Guernsey, Jefferson, Meigs, Monroe, Morgan, Pike, Lawrence, Scioto, and Vinton Counties. Research incorporated analysis of existing data and interviews with key informants.
