Linda Holmstrand

Senior Research Manager

Linda M. Holmstrand is a Senior Research Manager at Ohio University’s Voinovich School of Leadership and Public Service, where she has worked since 2016. To her work she brings more than twenty years of experience in children and family program evaluation, compliance, and quality improvement, along with over a decade of experience in community health and wellness programs.

Since joining the Voinovich School, Holmstrand has led and contributed to a wide range of initiatives across public health, social services, and education. She was initially hired to coordinate the Ohio Children’s Trust Fund’s Eastern Regional Child Abuse and Child Neglect Prevention Council, where she guided a regional needs assessment, developed a five-year prevention plan, and supported program implementation. She has since led interdisciplinary teams, managed complex evaluations, and worked closely with state agencies and partners to advance project goals primarily in the areas of public health and education. Holmstrand has built a strong track record of collaboration with a wide range of partners, including state agencies, nonprofit organizations, faculty, and institutional stakeholders. 

Prior to joining Ohio University, Holmstrand built extensive experience in health promotion and tobacco control in West Virginia, where she served as a health and wellness coordinator, tobacco treatment specialist, and tobacco prevention coordinator. She is a Certified Health Education Specialist, a credential she has maintained since 2003, and is a member of the Ohio Society for Public Health Education.

Holmstrand holds a MS in Community Health Education from West Virginia University, a MPA from Wayne State University, where she was a member of the Pi Alpha Alpha Honor Society and a recipient of the Upson-Miller Fellowship, and a BA in Political Science from the University of Michigan.
