Intent to Submit


You’ve identified a potential funding opportunity for your area of research; now it is time to write and submit your proposal. The intent to submit notification to ORSP signals to the Sponsored Projects Manager (SPM) that you intend to move forward.  It is not necessary for your proposal to be complete at this point.  The SPM will assist you with the following preliminary actions:

  • Principal Investigator (PI)/Project Director (PD) Eligibility
  • Institutional Eligibility
  • Guideline Interpretation
  • Budget Review
  • Submission Deadline Adherence

ORSP recommends that you initiate an intent to submit early in the process. Submission deadline adherence is critical and ORSP may have multiple submissions for the same opportunity.  Be aware that ORSP places priority on proposals already in the queue. 


This procedure applies to all sponsored projects subject to OHIO policy 19.045 Administering External Grants and Contracts.


Sponsored Projects Manager (SPM): The ORSP representative assigned to your College. 


Initiate an ORSP Service Center Ticket in LEO with the following information:

  1. Sponsoring Agency or Organization
  2. Submission Deadline
  3. Copy or Link to sponsor guidelines and/or application
  4. List of collaborators (if applicable)

The ORSP Service Center Coordinator will assign the ticket to the SPM.

The SPM will prepare a timeline/checklist for your submission.

The full proposal must be completed and an Electronic Transmittal Form (ETF) routed and approved prior to the submission deadline.


Training is available through ORSP upon request.  Submit request for training to ORSP@ohio.edu.
