The name of this council shall be the Presidential Advisory Council for Sustainability Planning.
The Sustainability Program is administered by the Ohio University, Office of Sustainability. The Presidential Advisory Council for Sustainability Planning is appointed by the President upon recommendation of Executive Vice President and Provost and the Senior Vice President, Finance & Administration.
1.4 Purpose and Scope
The Council is charged with the development of a recommendation for a comprehensive sustainability plan by the fall of 2010 in accordance with Vision OHIO, the American College and University Presidents’ Climate Commitment. This plan will include recommendations for prioritized goals and strategies for each of the following targeted areas: Academics & Curriculum, Low and No Cost Energy Conservation, Dining, Transportation, Procurement, Energy Infrastructure/Utilities, Fundraising & Endowment, Buildings & Grounds. A secondary responsibility of the Council is to ensure the creation of a Climate Action Plan by the fall of 2009.
The Council will submit its recommendations to the President, the Executive Vice President and Provost and the Senior Vice President, Finance & Administration who will take such further action on the recommendations as they deem appropriate.
Sub-Councils composed of key stakeholders associated with each targeted area will be staffed and launched by the Council. These groups will be responsible for reviewing, analyzing, prioritizing and recommending such strategies which are necessary and appropriate to addressing overall sustainability goals. All Sub-Councils will report progress and recommendations back to the Council.
1.5 Charge and Responsibility
Responsibilities of the council, some of which may be delegated to selected sub-councils, include:
- Development of recommendations for a comprehensive sustainability plan, including campus-wide sustainability goals and objectives
- Development of recommendations for a Climate Action Plan by the fall of 2009
- Creation and launch of sub-councils addressing each targeted area
- Identification of mechanisms for updates and measuring progress.
2.1 Composition and Appointment
The members of the council are appointed by the President of the University to one-year terms, renewable up to three consecutive years. The Sustainability Coordinator serving as Co-Chair is not subject to the three term limit. The council has membership as follows:
The CoChairs of the Council
One Co-Chair of the Council shall be an Ohio University faculty member. The other Co-Chair shall be the Sustainability Coordinator. The Co-Chairs shall preside at all meetings of the Council. The Co-Chairs also are charged with periodic reporting on the progress of the Council to the President, Executive Vice President and Provost, and the Vice President for Finance and Administration. The Co-Chairs may appoint membership of all sub-councils and shall designate the sub-council chairs. They may assign such additional duties to other members of the council as deemed necessary for the conduct of the work of the council and which are not inconsistent or conflicting with the duties otherwise prescribed.
There shall be a minimum of three Ohio University faculty members (not including the Co-Chair) representing the campus. All faculty members shall be professionally knowledgeable about campus sustainability efforts, and the council shall be formulated so as to be collectively knowledgeable about the total scope of sustainability at the University.
There shall be a minimum of three Ohio University staff members (not including the Co-Chair) representing the campus. Staff members shall be current administrators, classified staff and/or members of AFSCME Local 1699. All staff members shall be professionally knowledgeable about campus sustainability efforts, and the council shall be formulated so as to be collectively knowledgeable about the total scope of sustainability at the University. At least one administrator must be an administrator in the Facilities department.
There shall be a minimum of three Ohio University students representing the campus. Student Members of the President’s Advisory Council on Sustainability will be selected based on a competitive application process administered by the Office of Sustainability. A university-wide call for participation by graduate and undergraduate students will be used to solicit applicants. All student members shall be professionally knowledgeable about campus sustainability efforts, and the council shall be formulated so as to be collectively knowledgeable about the total scope of sustainability at the University. The Sustainability Coordinator will make recommendations to the President regarding the appointment of student members based on applications received.
Each member is expected to attend all meetings of the council. However, if a member is unable to attend they may designate an alternate for that one meeting. The designated alternate will have the full privileges of the member for that one meeting.
The Sustainability Coordinator is appointed by the President to be Chair of the Council. A Co-Chair, who may perform all duties in the absence of the Chair, may be selected by the Council from the current members.
The council shall meet at least monthly upon due notice by the Chair or Co-Chair, or more often, if necessary, to conduct the business of the council. The Chair shall advise the members of the time and place of the meeting.
