Preamble
We, the members
of the Omicron Upsilon Chapter, of Alpha Eta Rho International Aviation
Fraternity, of Ohio University, Athens, Ohio, in order to affect an
organization, to further the cause of Aviation in all of it's branches, to
instill in the public mind a confidence in Aviation and those engaged in the
profession, and to promote a closer affiliation between the students of Aviation
for the p urpose of education and research, have formulated and adopted the
following constitution.
Article I -- Official Designation
Section 1 - Existence
This Organization owes its existence to
The National Executive Board, Alpha Eta Rho, The Office of Student
Affairs, and The Department of Aviation in the college of Engineering and
Technology at Ohio University.
Section 2 - Name
This professional fraternity shall be officially
known as the Omicron Upsilon University Chapter of the Alpha Eta Rho
International Aviation Fraternity.
Section 3 - Colors
The official colors of this fraternity shall
be chrome, yellow, and black.
Section 4 - Patch
The official patch of this fraternity shall be
patterned after the rest of the fraternity.
Section 5 - Identification Pin
The identification pin is a small
pair of silver wings with the Greek letters AHP in the center which is
presented to each member upon his or her induction into the fraternity.
Article II -- Chapter Officers Powers and Duties
- Section 1 - Faculty Advisor
The Advisor will be selected by the
Chair of the Ohio University Aviation Department based on an individuals
availability and their desire to serve. The Advisor will be the mediator
between Alpha Eta Rho and the Aviation Department and will confer directly
with the current Alpha Eta Rho President when dealing with Alpha Eta Rho
matters. The Advisor will inform the president of Alpha Eta Rho of all
aviation events, matters, and concerns dealing with Alpha Eta Rho.
- Section 2 - President - "Chief Pilot"
The President shall
preside over all other officers and all Alpha Eta Rho meetings. He or she
shall be the official spokesperson for Alpha Eta Rho. The President shall only
have voting privileges in the case of a tie .It shall be the President's
duty to carry out the policies and actions of the membership. The President
shall be the mediator between Alpha Eta Rho and the Faculty Advisor.
- Section 3 - Vice President - "Worthy Navigator"
It shall be the
duty of the Vice President to assume the outlined duties of the President in
case of the Presidents temporary absence or incapacitation. In case of
the Presidents permanent absence the Vice President shall assume the Presid
ents duties for the unexpired term. The Vice President shall be in charge of
setting up all social and educational fraternal activities, as well as being
in charge of public relations.
- Section 4 - Secretary - "Master of Communications"
It shall be
the duty of the Secretary to maintain all written records of the fraternity;
including but not limited to the minutes of the meetings, phone lists,
attendance records, and calendar events.
- Section 5 - Treasurer - "Courier"
It sh all be the duty of the
Treasurer to keep accurate and up to date records of the financial state of
the fraternity. The Treasurer will be responsible for collection and
distribution of all Alpha Eta Rho funds. The Treasurer shall oversee all
fund-raising done by Alpha Eta Rho.
- Section 6 - Historian - "Dispatcher"
It shall be the duty of the
Historian to keep accurate records of all fraternity activities. The Historian
will be responsible for maintaining the Alpha Eta Rho web page. And the

Article III -- Organization and Government
Section 1 - Laws
The laws of this fraternity shall consist of
the national laws and regulations of Alpha Eta Rho, Inc. and the laws of this
local chapter. Any laws of the local chapter that conflict with the
national laws will be considered null and void.
Section 2 -- Term Dates
All officer s will be elected into office
during the spring quarter and will take office starting the first day of
classes of the summer quarter. All officers will remain in office for a
period of one year. The Alpha Eta Rho Faculty Advisor will be selected by the
Chair of the Ohio University Aviation Department and will remain in office
until he or she cannot, or no longer wishes, to act as Faculty Advisor at
which point the Department Chair will select and appoint a new Faculty
Advisor.
Section 3 -- Commit tees
The President may form individual
committees as the need arises. Each committee will be assigned to the most
appropriate chapter officer and will be disbanded after their assigned task is
accomplished.
Section 4 Meetings
Meetings will be held bi-weekly on Sunday
evenings starting the second week of the quarter. The secretary will announce
the time and location of all meetings. The president has the power to call
additional meetings if necessary. Officers will meet 30 minutes prior to all
meetings to prepare and may set up additional officer meetings if
necessary.
Article IV -- Membership
- Section 1 - Qualification
Membership shall be open to all
students or alumni of Ohio University with an interest in aviation regardless
of race, color, age, religion, sex, sexual orientation, political belief,
national origin, or handicap. All student members of Alpha Eta R ho
shall maintain a minimum GPA of 2.00on a 4.00 Scale.
- Section 2 - Active Member
In order to be considered active,
members must attend at least 80%of all meetings and activities unless in
conflict with night classes, work, or if a commuter student. Active membership
shall include all members who have been initiated by another chapter. Active
members must also be in good financial standing with the fraternity.
- Section 3 - Alumni Member
Alumni Members shall be those member s
in good standing with Alpha Eta Rho Omicron Upsilon Chapter, who have
graduated from, or ceased to pursue regular courses in the college or
university.
- Section 4 - Associate Member
Associate members shall be those in
the local community that are of age to an FAA certificate and that have
demonstrated an interest in aviation and wish to participate in Alpha Eta Rho
Omicron Upsilon activities.
- Section 5 - Candidates for Membership
A pledge is an Ohio
University student wi shing to become an active member of Alpha Eta Rho. A
pledge period shall last one full quarter. During this time the candidates
will be educated on and receive a copy of both national and local
constitutions and by-laws. Pledges will be exposed to and educated on local
airport operations. Candidates will follow the initiation process developed by
the current Alpha Eta Rho officers.
- Section 6 - Suspension and Re-Establishment of Membership
Should
any chapter member fall below the minimums s et forth in these by-laws, their
chapter membership shall be suspended for no less than one quarter. To
re-establish chapter membership, the suspended member shall show the chapter
officers that the deficiencies which led to the suspension have been corrected
and that all chapter dues have been paid for the time suspended.
Article V -- Finances
- Section 1 - Bank Account
The Omicron Ups ilon Chapter of Alpha
Eta Rho will maintain a student organization bank account through the Ohio
University Student Organization Group.
- Section 2 - Dues
Dues will be decided on each year by a majority
vote of the officers. .Dues are to be paid by the second regular meeting for
active members and by the initiation date for member candidates.
- Section 3 Expenditures
Expenditures of fraternity funds require
majority approval of the membership. Supplies necessary for m aintaining
the fraternity or supplies for an organized Alpha Eta Rho event can be
purchased without vote so as long as the majorityof the officers agree that
the expenditure is reasonable.
Article VI -- Elections
- Section 1 - Requirements to Hold Office
Each member must have
been an active member for no less than the prescribed number of quarters
listed below to hold office (excl uding summer
quarters)
President.............5 quarters
Vice President.....5
quarters
Secretary............5 quarters
Treasurer............3
quarters
Historian.............2 quarters
- Section 2 - Nominations
Active members may nominate other active
members for office during the spring quarter election period. The member
nominated has the rightto accept or refuse the nomination. Members may be
nominated to run formore than one office.
- Section 3 - Elections
Al l members nominated for office will be
given a set period of time during the election meeting to promote themselves.
Elections will be asecret ballot and will be tallied by the officers.
Article VII -- Bylaws
- Section 1 - Bylaws
There will be no bylaws. All bylaws will be
considered as amendments to the constitution and therefore will fall under
Article VIII.
Article VIII -- Amendments
- Section 1 - Proposing Amendments
Proposed amendments must be
submitted to the officers in writing. The proposed amendment will be presented
to the officers of Alpha Eta Rho, Omicron Upsilon Chapter at the next business
meeting.
- Section 2 - Adding Amendments
All changes to this constitution
must be approved by 4 of the 5 chapter officers. All amendments must be inser
ted at the points they effect.
