Campus planning at Ohio University Chillicothe reflects a dedicated effort to link facilities and personnel to student and community needs. Within our campus planning page, you will be able to see our vision for the future. 

That planning relies also on understanding our enrollment base. Enrollment Management Planning includes consideration not only of recruiting students, but retaining them as well. Our efforts in enrollment management focus on serving students well so that our broader community can benefit. 

Planning efforts must take into consideration the current and future needs of personnel. Both faculty and staff are considered in the Personnel Plan with an eye to anticipated needs over coming years. 

Finally, our Strategic Plan concentrates on the heart of what we do: delivering a high-quality Ohio University education to our multi-county service region.

ENROLLMENT MANAGEMENT PLAN

Today’s higher education environment is characterized by change. OHIO Chillicothe faces increased competition in its service area and greater demands for accountability by students, employers, and government. Additionally, the rising costs of education, demands of the global economy, and an aging population means that OHIO Chillicothe must employ an entrepreneurial and flexible approach to anticipate and respond to change. 

Accordingly, the Chillicothe campus has developed a strategic enrollment management plan to maintain student enrollment through both recruiting and retention. The guidance developed in this document rests upon analysis of a multi-county region serviced by the regional campus in Chillicothe. Strategic enrollment management seeks to align institutional recruiting, enrollment, retention, and revenue goals to meet the needs of students and to maintain the institution’s sound financial footing.

As the state funding model changes to place more emphasis on course and degree completion, as Responsibility-Centered Management (RCM) budgeting is implemented, as competition increases, and as the number of available high school graduates declines, a Strategic Enrollment Management Plan (SEMP) based on broad campus input and support is essential. PERSONNEL PLAN

In order to fulfill the OHIO Chillicothe service mission to our region and students, a personnel plan has been developed. The plan assesses current and projected student enrollments along with faculty, staff, and administrative personnel levels. In addition, the plan functions to insure that adequate numbers of faculty will be able to deliver academic content alongside appropriate support for student success. Furthermore, this plan prioritizes faculty and staff needs recognizing it is not possible to fund every functional requirement of the organization. The personnel plan represents an integration of its content with the OHIO Chillicothe Strategic Plan.
 
A collaborative, consultative method has been used to generate campus-wide recommendations and priorities. All involved units were tasked with consulting faculty and staff under their supervision or among those they represented. Multiple drafts of the personnel plan were circulated among campus stakeholder groups, with comments carefully edited into the plan.

 

Those consulted included:

➢ The OHIO Chillicothe Personnel Committee;
➢ Supervisors for various academic and support units;
➢ The senior leadership team;
➢ Consultation with relevant committees and committee members;
➢ Group I and II faculty through means of a ballot; and
➢ Division Coordinators.


Additional assessment tools included:

➢ Longitudinal and historical analysis of institutional data on hiring trends;
➢ Historic review and impact analysis of successful hires;
➢ Review and assessment of adjunct faculty hires; and
➢ Review of current and future programming requirements.

STRATEGIC PLAN

The success of OHIO Chillicothe over the past 50 years has been largely due to the institution’s flexibility and willingness to change. Such adaptability has permitted OHIO Chillicothe to continue to provide the desired and needed educational opportunities to students within its service region. To maintain the presence and viability of the Chillicothe campus within its multi-county service area, a strategic plan has been developed. This plan is expected to be a fluid document, revisited and discussed by the campus constituencies on a regular basis. The goals, objectives, and initiatives described within the document represent the current strategic objectives of the Chillicothe campus in order to continue to accomplish its mission and fulfill the vision of the campus for the immediate future. The plan is organized in three areas, Academic Priorities, Facilities and Information Technology and Communications and Marketing. COORDINATING COUNCIL

The general function of the council is to ensure, for the regional communities served, that opportunities exist for the sharing of information and the exchange of viewpoints and ideas between members of the community and the appropriate University officials. The council is advisory in nature, and serves to connect the Chillicothe campus with its service region. Council members are recruited from the entire service region of the campus.  

The council meets 3-4 times a year for an update on campus activities and accomplishments, and is consulted regularly on matters of concern to the local community, including the need for specific educational programs, public relations, alumni affairs, implications of tuition and fee increases, and other similar matters.
