Jay RyuJay Eungha Ryu is Associate Professor of Public Administration in the Department of Political Science and the Voinovich School of Leadership and Public Affairs. He has his undergraduate degree in political science from Seoul National University, Korea in 1986. He has his MPA degrees from Seoul National University (1988) and the George Washington University (1998). He has his Ph.D. from the School of Public and International Affairs at the University of Georgia (2003).

His areas of specialization are public administration and public budgeting and finance. He has been especially interested in how to improve the productivity of the public sector with a focus on public values. His current research areas have been focused on budget theories and organizational performance.
