PROCEDURE

This procedure is to be utilized in the development of the six year Capital Improvement Plan, submitted in revised form every two years to the Ohio Board of Regents. The Plan is concerned with major construction and utility projects and major renovations.

Items I, A through I, C below conform to the guidelines prescribed by the Ohio Board of Regents in the submission of the total Plan.

I. General Information Required by Regents for Six Year Capital Improvement Plan:

A. General Statement of Changes in Policy, Program or Curriculum

This information is to be prepared by the Vice President for Administrative Services working with other Senior Administrators. The information needed and format to be used will be that prescribed by the Ohio Board of Regents.

B. University Enrollment Estimates

Enrollment estimates are to be prepared by the Vice President for Administrative Services working with other Senior Administrators. The information and format to be used will be that prescribed by the Ohio Board of Regents.

C. University Student Housing Estimates

Student housing estimates are to be prepared by the Vice President for Administrative Services working with other Senior Administrators. The information and format to be used will be that prescribed by the Ohio Board of Regents.

II. Priority Listing of Projects:

A. Initiation and development of capital improvement project requests is to be undertaken by the Department Chairman with the approval of the Dean. The Department Chairman is to submit requests and provide clear justification and supporting data, i.e., past, present, and future enrollments, total present assigned space, present space utilization, etc. Copies of these statements should be sent to the appropriate Dean by the Department Chairman submitting the request. This statement and those to follow refer specifically to academic departments and colleges. In other areas a similar procedure shall be followed. The

Senior Administrator responsible shall designate those in his area who will function as described for Deans and Department Chairmen.

B. The informational data referred to in "A" from the Department Chairman is to be sent to the Office of Analytical Research for validation.

C. The Office of Analytical Research is to submit to the University FACILITIES Planner the validated information. The University FACILITIES Planner, in conjunction with the Department Chairman, will develop individual project descriptions and project cost estimates as required by the Ohio Board of Regents.

D. The University FACILITIES Planner is to forward to the appropriate Dean all information developed in Steps A, B and C. The Dean will prepare a recommendation of college priorities and provide justification for projects requested in his area.

E. The Dean is to forward his recommendations, including information developed in Steps A, B. C and D to the Senior Administrator to whom he reports.

F. The Senior Administrator is to review and rank and then forward his recommendation, including supportive information to the subcommittee of the Building Priorities Committee.

G. The subcommittee of the Building Priorities Committee will prepare a priority listing of projects and a listing of projects within funding levels, as required by the Ohio Board of Regents, for submission to the full Building Priorities Committee.

H. The Building Priorities Committee will recommend to all Senior Administrators a ranking and funding level in a format prescribed by the Ohio Board of Regents for all projects. Each Senior Administrator will forward copies of the recommendations to their respective Deans.

I. The Senior Administrators will recommend to the President a ranking and funding level in a format prescribed by the Ohio Board of Regents of all projects.

J. The President or his delegate will recommend to the Budget, Finance and Physical Plant Committee of the Board of Trustees a ranking and funding level, in a format prescribed by the Ohio Board of Regents, for all capital improvement projects for submission to the Board of Trustees.

K. Once Board of Trustees' approval has been given, the President or his delegate will submit to the Ohio Board of Regents the Six Year Capital Improvement Plan for their action.
