PURPOSE:

To establish a policy for recovering unemployment compensation costs applicable to restricted funds (Grants and Contracts).

POLICY:

An accrual account (Reserve) shall be established to fund unemployment compensation costs applicable to restricted funds. The accrual account shall be established by charging all restricted accounts l/2 percent of all salaries and wages charged to restricted accounts for services rendered except payments to students (undergraduate and graduate), honorariums, visiting professors and professional consultants.

Payments for unemployment compensation applicable to restricted accounts shall be charged to the accrual account. The Contoller's Office shall analyze the accrual account annually and, if need be, the l/2 percent will be revised to recognize actual experience.

Proposals for future grants and contracts shall contain provision for the l/2 percent charge. Should existing grants and contracts not be able to absorb the charge, investigators should request amendments to their grants and contracts.
