PROCEDURE

This procedure is to be utilized in the development of the six year Capital Improvement Plan, submitted in revised form every two years to the Ohio Board of Regents. The Plan is concerned with major construction and utility projects and major renovations.

Items below conform to the guidelines prescribed by the Ohio Board of Regents in the submission of the total Plan.


I. General Information Required by Regents for Six Year Capital Improvement Plan:

A. General Statement of Changes in Policy, Program or Curriculum

This information is to be prepared by the Vice President for Administrative Services working with other Senior Administrators. The information needed and format used will be that indicated by the Ohio Board of Regents.

B. Enrollment Estimates

Enrollment estimates are to be prepared by the Vice President for Administrative Services working with other Senior Administrators. The information needed and format used will be that indicated by the Ohio Board of Regents.

C. Student Housing Estimates

If applicable, student housing estimates are to be prepared by the Vice President for Administrative Services working with other Senior Administrators. The information needed and format used will be that indicated by the Ohio Board of Regents.


II. Priority Listing of Projects:


A. Initiation and development of capital improvement project requests is to be undertaken by each Campus Director in conjunction with a local campus capital improvements committee, membership of which shall consist of administrators , faculty, students and Regional Council member(s). The above group is to submit requests containing justification, (i.e., past, present and future enrollments, total present assigned space, present space utilization, etc.) to the Vice President for Regional Higher Education for review and coordination.

B. The regional campus requests and any supplemental information relative to these project requests is to be sent to the Office of Analytical Research for validation.

C. Information from the Office of Analytical Research is to be submitted to the University FACILITIES Planner for development of individual project descriptions and project cost estimates as required by the Ohio Board of Regents.

D. The University FACILITIES Planner is to forward to the Vice President for Regional Higher Education all information developed in Steps A, B. and C. This office, in conjunction with the Regional Campus Directors, shall prepare a recommendation of campus priorities and justification of projects being requested in this area of jurisdiction.

E. The Vice President for Regional Higher Education, in conjunction with the Regional Campus Central Coordinating Council, is to review and rank and then forward his recommendation, including supportive information, in a format as requested by the Ohio Board of Regents, to the President and to the other Senior Administrators for their review and advice.

F. The President or his delegate will recommend to the Budget, Finance and Physical Plant Committee of the Board of Trustees a ranking and funding level of all capital improvement projects for submission to the full Board in the format requested by the Ohio Board of Regents.

G. Once Board of Trustees approval has been given, the President or his delegate will submit to the Ohio Board of Regents the Capital Improvement requests for their action.
