The High Performance Computing and Communications Initiative was a bill passed in 1991. This bill is what led to us today to be able to communicate and learn across the internet with such ease. Computer technology was able to advance and networking was boosted. The bill is what really paved the way for the Internet to grow to be what it is now. Without this bill there would have been no funding for the development of high performance computers and software improvements. We may still have computers that run with the performance of computers from the 90's if it were not for this bill. This bill has helped to create a few important things.
