State and Federal Affairs Commission coordinates and collaborates with student and community organizations, voter registration and voter mobilization campaigns, works with various State and federal officials on legislation of interest to students, informs students of relevant legislation pending or passed on the state and federal levels, and works with organizations that are relevant to the goals and purpose of the commission.

Issue 3: The Casino Issue

  • Authorizes four casinos in Ohio (Toledo, Cleveland, Columbus, & Cincinnati)
  • Requires each casino operator to invest at least $250,000,000 in the development of each casino, totaling investment of one billion dollars statewide
  • Each casino operator will have to pay an upfront license fee of $50,000,000 to the state to support job training programs for Ohio citizens
  • The State of Ohio collects a 33% tax on casino revenue
  • Revenue Distributed:
    • 51% between Ohio's 88 counties based on population
    • 34% between Ohio's counties based on school enrollment
    • 15% between law enforcement, race tracks, and substance rehab

Arguments for:

  • Will create 34,000 jobs for Ohioans that can never be outsourced
  • Will help counties fill budget shortfalls
  • Will provide Ohio schools with additional money
  • Money spent in Ohio stays in Ohio

Arguments against:

  • Destructive to family values
  • Allows out of state casinos to monopolize gambling in Ohio

What will State & Federal Affairs be doing this week?

1. Our campaign on Issue 3 is completed, we're working on printing and hanging flyers. Watch out for them! We'll also be looking at other ways to distribute the information we compiled.

2. We have a commission meeting this Tuesday at 7pm in the Student Senate office. We'll be finishing Issue 3 work, discussing our research on OU's budget, and coming up with new projects for the rest of the quarter.

3. Continuing to keep our website updated with everything we're working on. Please contact us with anything you have questions about, we'll be happy to address them!

Here's what the Commission has been working on during Week 7:

1. We have our second commission meeting with our interns this week. They have been researching Ohio State Issue 3 which will appear on the ballot this November. An Issue campaign is being put together.

2. We are also researching the details of Ohio University's budget. More information will follow about any work we'll be doing on that campaign.

3. State Representative Phillips has agreed to attend a Senate meeting on November 4th to address issues that affect students at Ohio University.

Here's what the Commission is working on during Week 6 of fall quarter:

1. We have our first Commission meeting with our new interns this Tuesday. New projects should be getting started soon after that meeting!

2. I am working on a campaign about the issues that will be on the ballot for students voting in Athens County. I'm currently researching and should have it under way this week.

3. Currently setting up a date for State Representative Phillips to come to a Student Senate meeting.

This is everything the Commission is working on during Week 5:

1. We finished up Voter Registration Week and all forms were turned into the Board of Elections today. Thank you to everyone who helped with registration or stopped by to reregister!

2. We have two new interns and will be contacting them and setting up a Commission meeting by next week.

3. We are speaking to State Representative Debbie Phillips' office about having her come speak at a Student Senate general body meeting about issues that affect students at the University.

4. We are planning the rest of the quarter and the projects we'll be starting. Look for more info next week!
