Ph.D. in Geography, Penn State University; M.S. in Agricultural, Environmental, and Regional Economics, Penn State University; M.S. in Geography, Penn State University; B.A. in History, Franklin and Marshall College

Peer-reviewed articles in Environment and Planning A, Government Information Quarterly, Middle States Geographer, NETCOM, Regional Studies, andTelecommunications Policy. Policy reports published by the Appalachian Regional Commission, the Center for Rural Pennsylvania, the Economic Development Administration, the Economic Policy Institute, and the Southern Rural Development Center.

 

Research Interests: 
Various dimensions of the information economy and the digital divide. Public policy implementation, including E-government. Issues related to socioeconomic development, particularly regional and rural development, including in Appalachia. Applications of GIS in telecommunications research and analysis.

 

Courses Taught: 
GIS and Telecommunications; Research Methods; Quantitative Methods; Telecommunications Law and Regulations; Consumer Issues in Communication Systems Management; Applications of Common Carrier Regulation.
