·        Director, PricewaterhouseCoopers, Beginning September 2004

            I help develop projects and perform analysis in support of the company’ s energy advisory consulting business (as my academic schedule permits) 

·   Assistant Professor, Information and Telecommunication Systems, Ohio University,    Beginning September 2003

            I teach courses in research methods, public policy and regulation, and market structure of the telecommunications industry; and continue research in telecommunications.  Current research includes domestic and global telecommunications access and Universal Service. 

·      Visiting Faculty, Communication Systems Management, Ohio University, September 2002 – June 2003 

·        Economist with Public Utilities Commission of Nevada, Carson City, NV, September, 2001-August 2002

            I worked on a variety of telecommunications, electric and gas regulatory issues, including depreciation, cost efficiency, rate design and power market analysis. 

·      Senior Economist with Research Triangle Institute, Research Triangle Park, NC, Intermittent Assignments, June 2001-January 2002

      I produced reports on the impact of utility restructuring on customers and on wholesale and retail markets.

            I taught Managerial Economics and Money and Banking courses and continue research in a number of areas, including the economics of health care, telecommunications economics and electric utility restructuring.  

·        Director, Integrated Resource Planning Division, Maryland Public Service Commission, March 1998-July 2000

I contributed to policy recommendations and decisions on a variety of electricity subjects of Commission interest, and serve as a lead witness in key cases.  I participated on the planning committee for the first Inter-ISO conference.  I attended industry and academic conferences, presented papers, and performed supervisory functions as division director. 

·        Senior Economist, Christensen Associates, Madison, WI, 1993-1998

I led teams that developed databases of utility services, developed productivity measures for incentive regulation plans, and designed and performed benchmarking analysis on electric and gas utilities, and telecommunications firms.  I performed econometric studies and policy review for several of my own client contacts. 

·   Director, Division of Economics and Planning, Public Utilities Staff, Mississippi Public Service Commission, 1991-1993

I directed task forces on integrated resource planning and clean air act implications, evaluated incentive regulation plans, performed general economic analysis for the Commission, and developed cost of capital testimony for telecommunications, gas, and electric companies.

I served as Assistant Professor and Visiting Associate Professor at several institutions of higher learning.  I taught courses at the graduate and undergraduate level, primarily in the applied microeconomics area and conducted research.  Courses included Price Theory, Managerial Economics, Money and Banking, Labor Economics, and Principles of Economics.
