Frank joined the electrical engineering faculty in 1988. He is an Ohio University presidential research scholar and a past president of the Institute of Navigation (1998/1999). He served as the Institute of Navigation (ION) executive branch fellow at NASA headquarters in the Space Communications and Navigation office in 2009. He was a visiting professor at Delft University of Technology (1995, 1996) and Leeds University (1994-2003). He is the director of the Consortium of Ohio Universities on Navigation and Timekeeping (COUNT), treasurer of ION (2011-2013); executive committee member of the ION/IEEE Position, Location and Navigation Symposium; and a key technical advisor to the Federal Aviation Administration’s Ground-Based Augmentation Systems program.


Research Interests: Electronic navigation systems, aircraft precision appproach and landing, integrated navigation systems, remote sensing and surveillance systems, electro-optical and infrared camera-based navigation, ionospheric signal propagation, integration with inertial navigation sensors, aviation safety, autonomous vehicles.
