Michael F. DiBenedetto earned a Ph.D. in electrical engineering from Ohio University in 1999. He holds a B.S.E.E. and a M.S.E.E. with specialization in Electromagnetics and Communication. Dr. DiBenedetto has fifteen years of experience in precision approach and landing system development and analysis, giving him an in-depth understanding of the technical and operations requirements relevant to system-engineering activities. He is knowledgeable of precision approach design concepts; the applicability of such concepts to existing and emerging technologies; the translation of operational requirements into system specific performance requirements; nationally and internationally accepted methods for assessing system performance against existing or emerging national or international standards; and, environmental factors which can adversely affect installed system performance. He has led extensive flight tests, field studies, demonstrations, technical analyses, computer simulations, data reduction-analysis activities, and pilot-performance studies. The results of his research have fostered standards and criteria at national and international levels. Due to his outstanding technical accomplishments, he was awarded the first Avionics Engineering Center Director's Award in 1987.

As a Program Engineer for over eight years, Mr. DiBenedetto provides direct managerial and technical supervision of the Microwave Landing System (MLS), Mobile Microwave Landing System (MMLS), and CNS Systems Office programs at the Avionics Engineering Center. He continues to be involved in MLS research and implementation activities at the international level. In addition, his diverse expertise enables him to support Center research efforts related to the Instrument Landing System (ILS), Global Positioning System (GPS), Advanced Surface Movement and Guidance Control System (A-SMGCS) standards development, and the integration of satellite-navigation technology into the United States National Airspace System

Since 1986, he has been an advisor to the United States Member of the All Weather Operation Panel (AWOP) of the International Civil Aviation Organization (ICAO). He has produced over fifty AWOP papers, which provide the basis for the MLS siting criteria published in ICAO Annex 10. He co-authored the "Results of Flight Test and Analyses Attachment" to the New Technologies Subgroup Report, which was completed during the sixteenth meeting of the AWOP (6/97). As a section author, he had an active role in the development of the RTCA report "The Role of Global Navigation Satellite System (GNSS) in Supporting Airport Surface Operations." He is a member of Eta Kappa Nu, Tau Beta Pi, Sigma Xi professional societies.
