Subj:            Screening and Appeals Process

As you know, the Ohio University Classified and IT Employees Compensation Plan was implemented July 1, 2001.  Individual employee information packets have been distributed to plan sponsors in each planning unit, for distribution to supervisors. The deadline for supervisors to conduct discussions with employees has been extended from July 31 to August 15.

The university has designed a screening process and an appeal process to resolve questions about the accuracy of your classification.  You may avail yourself of the screening process, and then if you still are not satisfied with the outcome, you may appeal your classification to the State Personnel Board of Review (SPBR), or you may appeal directly to the SPBR without going through the screening process.

WHO SHOULD USE THESE PROCESSES?

If you believe that your new classification does not describe your duties and responsibilities, and that there is another classification in the new plan that better describes your duties and responsibilities, then you should consider the screening or appeal process.

1)  Screening

University Human Resources will do a brief screening of your new JIQ (on-line at www.uhr.ohiou.edu) to determine whether or not there is an obvious error in the classification. This is not a job audit, but rather an opportunity to resolve obvious oversights or  misclassifications that do not require the SPBR process. One example of an obvious error might be that the classification listed on the employee letter is inaccurate due to a clerical error.

You will be notified of the screening results. If you do not agree with the results of the screening, you will need to communicate with UHR regarding your desire to pursue the appeal process with the SPBR.

2)  Appeal

As an employee whose classification has been or will be affected by implementation of the new plan, you have the right to appeal any final decision by the University concerning your classification.

Specifically, Ohio Revised Code Section 124.03 gives you the right to appeal the change in your classification if the change means any of the following:  a reduction in your pay, a reduction in your position, or the abolishment of your job.  You may also appeal the change in your classification if you believe you were reassigned to another classification without adequate due process. 

SUBMISSION

1) For Screening:  Please submit your newly completed JIQ, with the appropriate signatures, to University Human Resources, Compensation, McKee House, no later than August 31st.  You should be notified of the results within two weeks. This will allow sufficient time to appeal to the SPBR if you so choose.

2) To Appeal Directly to SPBR:  Your appeal (newly completed JIQ) should be filed directly with the State Personnel Board of Review, 65 East State Street, 12th floor, Columbus, Ohio 43215, no later than October 15th.
