PURPOSE:

  1. To provide uniform procedures to follow when a full-time, 12 month Civil Service classified position is changed to (1) a full-time seasonal position; (2) a part-time seasonal position; (3) a part-time, 12-month position; or (4) an intermittent position.

  2. To assure that incumbent employees are provided information about options and benefits available when the status of their position is changed as outlined in paragraph No. 1 above.


POLICY:

When it becomes necessary to convert a regular full-time, 12-month classified position to any other status (i.e., part-time, intermittent or seasonal), the regular full-time position is treated as a position abolishment and a new position with different status is established. The incumbent employee in the abolished full-time position may opt for (1) continued employment in the newly established position or (2) exercise his/her displacement rights and "bump" to another regular full time, 12-month position in accordance with layoff procedures set forth in Section 124.32 of the Ohio Civil Service Code and PL-31 of the Administrative Rules of the Department of Administrative Services.


DEFINITIONS:

Full-Time Seasonal Position:

A position with a normal work schedule of 40 hours per week for more than 30 days but less than 12 months each year, with the same schedule expected to recur in successive years.

Part-Time Seasonal Position:

Part-Time, 12-Month Position:

A position with a normal work schedule of less than 40 hours per week.

Intermittent Position:

A position in which an employee is scheduled to work only on days and hours as needed.


PROCEDURES:

The procedures listed below shall be followed when a full-time, 12-month position is changed to another status:

  1. The incumbent may elect to displace (bump) and transfer permanently to a full-time, 12-month position as provided in Section 124.32 of the Ohio Revised Code. If no such position is available, the incumbent may elect to go on indefinite layoff status and be placed on a recall list for a full-time, 12-month position, or

  2. The incumbent may elect to remain on the position under seasonal, part-time or intermittent status. In the event this option is taken, the employee forfeits all displacement rights he/she would have had as a result of the position abolishment. The Personnel Department will inform the employee of any benefit changes resulting from the new status. The employee will sign a written acknowledgement of forfeiture of displacement (bumping) rights to another position during periods when work is not scheduled.

The procedures outlined above are not intended to prevent employees from applying for other positions at the University for which they are qualified. Such applications are governed by the University's job posting procedures.

Appendix B to this policy and procedure statement is an information sheet concerning benefits for the position categories covered in this policy. Each employee affected by a position status change will be given a copy of the information sheet shown in Appendix B and a copy of the acknowledgement form.


Appendix B

BENEFIT SCHEDULE FOR A FULL-TIME, SEASONAL POSITION

Group Insurance:

coverage will continue year-round, provided employee returns to position as scheduled each year.

Sick Leave:

earned and may be used only during periods scheduled for work.

Holidays:

eligible for all holidays which fall during periods scheduled for work.

Vacation:

earned on the basis of hours paid and may be taken at any time during the year when approved by supervision and once the requirement of a year of state service is met.

Retirement:

must contribute to retirement system and will receive retirement credit during periods scheduled for work.

Workmen's Compensation:

covered while at work.

Unemployment Compensation:

covered if eligibility requirements are met.

Step Increases:

when eligible.

Educational Benefits:

employee and dependent children are eligible.

BENEFIT SCHEDULE FOR A PART-TIME, PART-TIME SEASONAL OR INTERMITTENT POSITION

Group Insurance:

no coverage provided.

Sick Leave:

earned on the basis of hours paid and may be used only during periods scheduled for work.

Holidays:

eligible for the portion of any holiday which falls on a regularly scheduled work day.

Vacation:

no vacation earned.

Retirement:

must contribute to retirement system if normal work schedule exceeds 20 hours per week and will receive retirement credits during the periods scheduled for work. May request exemption from the retirement system if normal work schedule does not exceed 20 hours per week.

Workmen's Compensation:

covered while at work.


Unemployment Compensation:

covered if eligibility requirements are met.

Step Increases:

Educational Benefits:

not eligible. (NOTE: If any employee in this status had been laid off as a regular full-time employee, eligibility for the employee's children would continue through the Summer Terms of 1976).
